Job Description Payroll Manager - Decatur, ILThis is an exempt level position.Position Summary:Currently, we are seeking qualified candidates for our Manager, Payroll (North America) opening to join our human resources function. This position provides leadership in the HR Operations for US and Canadian Payroll to perform oversight support for multi-cycle payroll processing of hourly and salaried employees. The role will be responsible for NA payroll processes to ensure the team delivers service quality, customer service satisfaction, operational efficiency and continuous improvement of processes.
Responsible for end to end payroll for the NA region (18k employees) which includes: garnishment processing, data management, payroll/tax processing, general ledger, vendor management, partnership with key stakeholders (finance, HRIS, etc.), and payroll metrics. Ensure all SOX, internal and external audit requirements are met for control and compliance. Develop payroll team competencies and provide effective guidance to resolve complex issues. Responsible for maintaining procedure documentation for payroll operations and performing testing required for any enhancements or updates to the payroll system, as well as new technology implementation.
This is a consequential, fast paced visible role that delivers value to our company through exceptional customer service with accurate processing.Job Responsibilities:Manage the payroll function with a strong collaboration and team-oriented approach, ensuring timely and accurate payroll processing and payroll tax administrationOversee the preparation, review and approval of the full cycle payroll process while ensure policies, practices and procedures are followed by direct reports while ensuring confidentiality of HR and payroll dataManage, mentor, and counsel the Payroll teamPartner with Compensation & Benefits, HRIS, Tax Dept, NA HR, GT and Accounting teams to ensure accurate and timely processing of payroll transactions including salaries, benefits, taxes, and other deductionsAssist with SOX compliance along with adhering to internal policies and controls, as well as compliance with external laws and regulatory guidance, while maintaining documentation for payroll processes and implementing improvementsManage regular preparation of applicable reports, including weekly, monthly, quarterly and year-end reports (gross payroll, hours worked, vacation accrual, tax deductions, benefit deductions, etc.)Ensure all periodic federal and state payroll tax deposits, tax reporting, W-2's, etc. are processed timely and accuratelyResponsible for payroll-related accounting activities and related monthly, quarterly, and year end reporting including payroll G/L accounts reconciliationsKeep current on all laws and regulations related to payroll to ensure compliance on an ongoing basis and take necessary steps to implement changeProvide management, direction, support and guidance to payroll teamCommunicate actively with HR Operations to review cross-departmental impacts and reconcile data sharingSupport the implementation of company programs, procedures, methods and practicesIdentify and communicate key responsibilities and practices to ensure the organization promotes a successful attitude, confidence in leadership, and teamwork to achieve business resultsAudit, analyze and ensure the security, integrity and ongoing maintenance of data controls across departmental systems and through vendor managementServe as liaison with other key departments for resolution of payroll problemsProvide officer's earnings and fringe benefits to the Legal Department on a fiscal-year basis for proxy purposes Preferred skills and experience:Must have five + years experience of an inhouse payroll system with related experience which encompasses general payroll proceduresBachelors degree or equivalentStrong compliance background and experience with Tax and Accounting compliant proceduresExposure and knowledge of complex HR processes that impact payrollStrong analytical and problem-solving skills as problems faced are often complex and require extensive investigation and analysisStrong communication skills (oral & written); ability to effectively interact with others at all levelsExperience in Success Factors,
