Job Description:

Registrars are a critical resource in the revenue cycle. The information gathered by a registrar constitutes 50% of the claim information submitted to a third party payer for reimbursement. The completeness and accuracy of their work has a direct impact on the hospital's cash flow and the patient's customer experience related to a hassle free billing process. Registrars register patients for inpatient and outpatient services throughout the hospital. The process includes gathering information from patients, validating received information with insurance carriers, determining benefits, estimating out of pocket costs for the patient, and completing forms with the patient in accordance with federal and state regulations.

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

Required Training: Computer Skills

Required Skills:
1. Understand insurance plans, codes, and benefits for variety of payers
2. Ability to navigate payer websites and search engines to determine patient insurance eligibility
3. Complex problem solving skills
4. Analytical skills (e.g. audit previous or current day's registration for accuracy)
5. Advanced computer skills and ability to learn new software programs in a fast paced environment
6. Ability to manage multiple tasks/projects at one time
7. Audit/quality assurance skills
8. Typing skills (minimum of 40 words per minute)
Nature and Extent of Interpersonal Skills Required:
Customer Service experience with pleasant phone voice, warm, welcoming, smiling and a personality with willingness to help others.

Critical Thinking Skills Required:
The ability to problem-solve. The ability to assess numerous situations for a critical nature, prioritize and initiate procedures according to situation(s), including notification of proper personnel. The ability to prioritize and initiate work responsibilities.

Education and/or Other Requirements
Required Education: High School Diploma
Preferred Education: Enrolled or completed post-secondary general electives
Required Experience: 2-3 years customer service experience
Preferred Experience: 1 year Registrar experience in healthcare provider setting

Environmental Factors
Occasional exposure to moderate environmental variations, above-normal noise levels, and/or unpleasant substances. Exposure to hazardous or potentially injurious elements or conditions is limited.

Physical Demands
The physical demands described are representative of those that must be met by an employee to successfully perform the essential functions of this job.
• Occasional business related travel might be required. Little or no physical effort or strenuous activity other than incidental walking, standing, bending and reaching and carrying of light loads (1 to 5 pounds).

Mental Demands
• While performing the duties of this job, the employee will be required to work under pressure with multiple interruptions.
• Ability to adhere to strict confidentiality requirements.
• Must have the ability to prioritize work activities and have strong analytical and quantitative skills.

Essential Functions and Job Duties
1. Perform inpatient and outpatient registrations.
2. Perform inpatient and outpatient pre-registration and registration procedures:
a. Insurance verification/eligibility and proper sequencing of insurance coverage/plans (coordination of benefits)
b. Complete regulatory requirements (e.g. Consent and NPP)
c. Complete Medicare regulatory requirements (e.g. MSPQ)
d. Assign appropriate guarantor based on patient's age, provided insurance information, and demographic information
e. Obtain patient or patient representative signatures as required by hospital policy or regulatory requirements
3. Collect and post co-payments and outstanding balances during registration process
4. Identify potential candidates for financial counseling
5. Transfer/discharge patients as requested by patient care areas
6. Participate in department meetings and training sessions.

3. Verify all information with patient/representative 1-2 days prior to date of service
a. Identify self and department

e. Physicians to receive reports
f. Test prep (as needed)
g. Explain check-in process on date of service including need for payor cards to scan
4. Verify patient and payor eligibility on current eligibility system
5. Provide follow-up phone calls with patients (as needed)
6. Indicate patients' need to register through Outpatient registration
7. Pre-Registration of Add-On patients
8. Assist with all types of walk-in patients (as needed)
9. Collaborate with Pre-Reg team to improve customer service experience through pre-registration
10. Other duties as assigned

1. All functions listed in Registrar Essential Functions section.
2. Understand EMTALA requirements related to timing of patient registrations
3. Complete Temporary Registration at triage and Bedside registration after the Medical Screening Exam has been performed
4. Complete entries in EMTALA log book (regulatory requirement)
5. Complete Skilled Nursing Facility registration and discharges for SNF patients receiving hospital services.

8. Complete the ER Registration with ALL demographical information once Temporary Registration has been completed and account identification number has been assigned.
9. Obtain all signatures from patient/representative required for care and treatment of patient on consents
10. Strive to obtain 100% payment of co-pays from qualifying patients
a. Run Credit Cards
b. Take check payments
c. Write Receipt
d. Balance AR book at end of shift
11. Strive to obtain 50-100% of private pay designated initial payment fee paid against final cost of services
12. Present patient financial assistance information as needed
13. Complete IP/Observation/OP Surgery and any other transfers as needed
14. Discharge ER patients from the computer system, log book and notify ER Reception of discharge of patient.
15. Answering of the ER Dept phone as needed
16. Other duties as assigned
